Using Science in Habitat Conservation Plans

A 1982 amendment to the Endangered Species Act allows landowners to obtain permits to use their land in ways that could harm threatened or endangered species provided that a Habitat Conservation Plan for mitigating the impact is approved by the US Fish and Wildlife Service or the National Marine Fisheries Service.

AIBS is pleased to make available the first comprehensive scientific study of Habitat Conservation Plans, the result of a joint effort between the American Institute of Biological Sciences and the National Center for Ecological Analysis and Synthesis.
