AGENCY: National Oceanic and Atmospheric Administration (NOAA), Department of Commerce.
ACTION: Notice of availability and request for public comments.
SUMMARY: The National Oceanic and Atmospheric Administration publishes
this notice to announce a 45-day public comment period for the draft
report titled, U.S. Climate Change Science Program Synthesis and
Assessment Product 3.4 “Abrupt Climate Change.” This draft report is
being released solely for the purpose of pre-dissemination peer review
under applicable information quality guidelines. This document has not
been formally disseminated by NOAA. It does not represent and should
not be construed to represent any Agency policy or determination. After
consideration of comments received on the draft report, a revised
version along with the comments received will be published on the CCSP
web site.
DATES: Comments must be received by June 16, 2008.

Energy Biomass Research and Development Technical Advisory Committee

SUMMARY: This notice announces an open meeting of the Biomass Research
and Development Technical Advisory Committee under the Biomass Research
and Development Act of 2000. The Federal Advisory Committee Act (Pub.
L. No. 92-463, as amended) requires that agencies publish these notices
in the Federal Register to allow for public participation. This notice
announces the meeting of the Biomass Research and Development Technical Advisory Committee.

Environmental Protection Agency EPA Science Advisory Board Staff Office; Request for Nominations To Augment Expertise on the Ecological Processes and Effects Committee (EPEC)
AGENCY: Environmental Protection Agency (EPA).
ACTION: Notice.
SUMMARY: The U.S. Environmental Protection Agency (EPA or Agency)
Science Advisory Board (SAB or the Board) Staff Office is requesting
nominations of experts in the area of aquatic toxicology of endocrine
disrupting chemicals to augment expertise on the SAB’s Ecological
Processes and Effects Committee. Nominees will be considered for
service on the augmented EPEC to provide advice on a methodology for
deriving water quality criteria for the protection of aquatic life
based on chemical mode of action.
DATES: Nominations should be submitted by May 16, 2008 per the
instructions below.

SUMMARY: To comply with the Paperwork Reduction Act of 1995 (PRA), we
are notifying the public that we will submit to OMB a new information
collection request (ICR) for approval of the paperwork requirements for
the National Land Remote Sensing Education, Outreach and Research
Program (NLRSEORP). To submit a proposal for the NLRSEORP three
standard OMB forms and project narrative must be completed and

National Science Foundation Notice of Time Extension for Public Comment on a Draft Programmatic Environmental Assessment
AGENCY: National Science Foundation.
ACTION: Notice of time extension for public comment.
SUMMARY: The National Science Foundation (NSF) is extending the time
for public comment on a Draft Programmatic Environmental Assessment
(PEA) for the Ocean Observatories Initiative (OOI). The notice was
published later than anticipated (Federal Register: April 24, 2008
[Volume 73, Number 80], page 22180). The deadline for submittal of

and assess accomplishments under the Discovery, Learning, and
Research Infrastructure strategic outcome goals.
Friday, June 20, 2008
The NSF Deputy Director will meet with the Committee. The
Committee reconvenes as a Committee of the Whole to hear progress
reports from the strategic goals’ subgroups, discuss findings and
conclusions, make recommendations, and complete preparation of the
final report to NSF.
