    SUMMARY: This notice revises and updates the Department of Commerce (DOC) Pre-Award Notification Requirements for Grants and Cooperative Agreements, as published in the Federal Register (66 FR 49917) on October 1, 2001, and as amended on October 30, 2002 (67 FR 66109), on December 30, 2004 (69 FR 78389), and February 11, 2008 (73 FR 7696). This announcement constitutes a recompilation of the Department of Commerce pre-award requirements for grants and cooperative agreements, including all amendments and revisions to date.

  • Notice of Public Meeting--Cloud Computing and Big Data Forum and Workshop

    SUMMARY: The National Institute of Standards and Technology (NIST) announces a Cloud Computing and Big Data Forum and Workshop to be held on Tuesday, January 15, Wednesday, January 16, and Thursday, January 17, 2013. The format is a two-day forum followed by a one-day hands-on workshop. The NIST Cloud Computing and Big Data Forum and Workshop will bring together leaders and innovators from industry, academia and government in an interactive format that combines keynote presentations, panel discussions, interactive breakout sessions, and open discussion. The forum and workshop are open to the general public. NIST invites organizations to display posters and participate as exhibitors as described in the SUPPLEMENTARY INFORMATION section below.

  • Schedule of Fees for Access to NOAA Environmental Data, Information, and Related Products and Services

    AGENCY: National Environmental Satellite, Data and Information Service (NESDIS), National Oceanic and Atmospheric Administration (NOAA), Department of Commerce.

    ACTION: Final rule.


    SUMMARY: In this final rule, NESDIS establishes a new schedule of fees for the sale of its data, information, and related products and services to users. NESDIS is revising the fee schedule that has been in effect since 2011 to ensure that the fees accurately reflect the costs of providing access to the environmental data, information, and related products and services. NESDIS is authorized under 15 U.S.C. 1534 to assess fees, up to fair market value, for access to environmental data, information, and products derived from, collected, and/or archived by NOAA. Other than depreciation, costs to upgrade computer hardware and software systems will not be included in the fees charged to users. NESDIS is updating its schedule of fees for access to NOAA Environmental Data, Information, and Related Products and Services as costs of providing access have changed since 2011.

    SUMMARY: The Toxic Substances Control Act (TSCA) Interagency Testing Committee (ITC) transmitted its 71st ITC Report to the EPA Administrator on November 14, 2012. In the 71st ITC Report, which is included with this notice, the ITC is revising the TSCA section 4(e) Priority Testing List by removing 16 High Production Volume (HPV) Challenge Program orphan chemicals. The ITC is removing these 16 chemicals because actions have been taken to assess their hazardous potential.

  • Notice of Availability of Draft Director's Order 77-10 Concerning National Park Service Policies and Procedures Governing Benefits Sharing

    SUMMARY: The National Park Service (NPS) is proposing to adopt a Director's Order setting forth policies and procedures that guide NPS practices to implement benefits sharing in accordance with the National Parks Omnibus Management Act of 1998 (16 U.S.C. 5935(d)) that authorizes the Secretary of the Interior to enter into negotiations with the research community and private industry for equitable, efficient benefits-sharing arrangements. Benefits sharing occurs when NPS receives monetary or other benefits from a discovery or invention with a commercial application resulting from research originating under an NPS Scientific Research and Collecting Permit, or other permit or authorization.

    DATES: Written comments will be accepted until January 22, 2013.
