SUMMARY: The United States Patent and Trademark Office (Office) recently published a final rule revising the patent term extension and patent term adjustment provisions of the rules of practice. This
document further explains the Office's policy since 2000 concerning one of the patent term adjustment provisions of the rules of practice.
DATES: Applicability: The patent term adjustment provisions of the rules of practice apply to all original (non-reissue) applications, other than for a design patent, filed on or after May 29, 2000, and to patents issued on such applications.

Changes to Representation of Others Before the United States Patent and Trademark Office
AGENCY: United States Patent and Trademark Office, Commerce.
ACTION: Final rule.
SUMMARY: The United States Patent and Trademark Office (Office or USPTO) is updating the procedures regarding recognition to practice before the Office in patent cases. The update is done to take advantage of computerized delivery of examinations, and to enable registration applicants to benefit in several ways, including scheduling the examination a their convenience and having more opportunities to take the examination.

National Advisory Council for Environmental Policy and Technology
AGENCY: Environmental Protection Agency (EPA).
ACTION: Notice of meeting.
SUMMARY: Under the Federal Advisory Committee Act, Public Law 92-463, EPA gives notice of a meeting of the National Advisory Council for Environmental Policy and Technology (NACEPT). NACEPT provides advice and recommendations to the Administrator of EPA on a broad range of environmental policy, echnology, and management issues. NACEPT consists of a representative cross-section of EPA's partners and principle constituents who provide advice and recommendations on policy issues and serve as a sounding board for new strategies that the Agency is developing. The Council is a proactive, strategic panel of experts that identifies emerging challenges facing EPA and responds to specific charges requested by the Administrator and the program office managers. The purpose of the meeting is to discuss and approve the recommendations of the NACEPT Compliance Assistance Advisory Committee, a subcommittee under the auspices of NACEPT. The Council will also address a range of issues, including environmental technology, EPA's Draft Report on the Environment, environmental foresight, collaborative problem-solving, and corporate branding for EPA.
DATES: NACEPT will hold a two day public meeting on Thursday, July 8, 2004, from 9 a.m. to 5:30 p.m. and Friday, July 9, from 9 a.m. to 3 p.m.

FIFRA Scientific Advisory Panel; Notice of Public Meeting

SUMMARY: There will be a 2-day meeting of the Federal Insecticide, Fungicide, and Rodenticide Act Scientific Advisory Panel (FIFRA SAP) to consider and review a hazard and dose-response assessment for Dimethoate.
DATES: The meeting will be held on July 29 and 30, 2004, from 8:30 a.m. to approximately 5:00 p.m, eastern time.

SUPPLEMENTARY INFORMATION: Under the authority of 42 U.S.C. 217a, section 222 of the Public Health Service Act, as amended, SACHRP was established to provide expert advice and ecommendations to the Secretary of Health and Human Services and the Assistant Secretary for
Health on issues and topics pertaining to or associated with the protection of human research subjects.
On July 26, 2004, SACHRP will receive and discuss preliminary reports from its two subcommittees that were established to address issues related to HHS regulations and policies for research involving
prisoners and HHS regulations and policies for research involving children. On July 27, 2004, SACHRP will hold follow-up discussions on issues involving the HIPAA Privacy Rule and hear a presentation on
issues involving Subpart B of 45 CFR part 46. In addition, SACHRP will address the formation of a new subcommittee to address an area of human subject protections. The Committee also will host a panel of experts in the fields of behavioral and social sciences to discuss issues affecting the clinical research enterprise. The Committee will discuss future tasks for the remainder of the year.
Public attendance at the meeting is limited to space available. Individuals must provide a photo ID to gain entry into the building where the meeting is scheduled to be held. Individuals who plan to
attend and need special assistance, such as sign language interpretation or other reasonable accommodations, should notify the designated contact person. Members of the public will have the
opportunity to provide comments at the meeting on July 26 and 27, 2004. Public comment will be limited to five minutes per speaker. Geological Survey
Federal Geographic Data Committee (FGDC); Public Review of Framework Data Standards
ACTION: Notice.
SUMMARY: The FGDC will conduct a public review of draft framework data standards developed through the Geospatial One-Stop initiative. The public review is scheduled to begin in July 2004. Framework data
standards establish common requirements to facilitate data exchange for seven themes of geospatial data fundamental to many different Geographic Information Systems (GIS) applications. The seven geospatial data themes are: geodetic control, elevation, orthoimagery, hydrography, transportation, cadastral, and governmental unit boundaries. The standard for each of the seven framework themes specifies a minimal level of data content that data producers, consumers, and vendors should use for the interchange of data.
The intended users of the framework data standards are data producers and collectors, system architects, database designers, and software developers who will implement these standards in different GIS applications. The FGDC will solicit comment on the draft standards from the geospatial community in public and private sectors to ensure that the broadset set of needs are met. Comments that address specific issues/changes/additions may result in revisions to the draft framework data standards.
After the end of the FGDC public review period, the comments will be evaluated and reviewers will receive notification of how their comments were addressed. Revised draft framework data standards will be submitted for further processing for approval by the American National Standards Institute (ANSI), including a second public review that will be announced in ANSI's Standards Action bulletin. After ANSI approval and formal endorsement by the FGDC, which is expected in the second half of calendar year 2005, the published framework data standards and a summary analysis of the changes will be made available to the public.
DATES: FGDC public review is scheduled to begin in July 2004. The actual start date will be published on the FGDC and Geospatial One-Stop web sites.
