AGRICULTURE

Rules of Practice for Certain Adjudicatory Proceedings Under the
Animal Welfare Act Regulations

AGENCY: Office of the Secretary, USDA.

ACTION: Final rule.

SUMMARY: We are amending the administrative regulations of the Office
of the Secretary of Agriculture to provide that the rules of practice
contained in those regulations shall be applicable to all adjudicatory
proceedings under the license denial and termination provisions of the
Animal Welfare Act (AWA) regulations. The AWA regulations provide that
a person whose license application has been denied or whose license has
been terminated may request a hearing in accordance with the applicable
rules of practice for the purpose of showing why the application for
license should not be denied or the license should not be terminated.
This final rule is necessary to clarify the rules of practice that will
apply to such hearings.

EFFECTIVE DATE: May 12, 2005.

ARCTIC RESEARCH COMMISSION

Notice is hereby given that the U.S. Arctic Research Commission
will hold its 76th meeting in Anchorage, AK on June 9-10, 2005. The
Business Session open to the public will convene at 9 a.m. Thursday,
June 9. The Agenda items include:

(1) Call to order and approval of the agenda.
(2) Approval of the Minutes of the 75th Meeting.
(3) Reports from Congressional Liaisons.
(4) Agency Report.

The focus of the meeting will be reports and updates on programs
and research projects affecting the Arctic. Presentations include a
review of the research needs for civil infrastructure in Alaska.

The Business Session will reconvene at 9 a.m. Friday, June 10,
2005. An Executive Session will follow adjournment of the Business
Session.

Any person planning to attend this meeting who requires special
accessibility features and/or auxiliary aids, such as sign language
interpreters, must inform the Commission in advance of those needs.

Office of Oceanic and Atmospheric Research; Request for
Nomination of Members to the NOAA Science Advisory Board

AGENCY: Office of Oceanic and Atmospheric Research (OAR), National
Oceanic and Atmospheric Administration (NOAA), Department of Commerce
(DOC).

ACTION: Notice of solicitation for members of the NOAA Science Advisory
Board.

SUMMARY: NOAA is soliciting nominations for members of the NOAA Science
Advisory Board (SAB). The SAB is the only Federal Advisory Committee
with the responsibility to advise the Under Secretary of Commerce for
Oceans and Atmosphere and NOAA Administrator on long- and short-range
strategies for research, education, and application of science to
resource management and environmental assessment and prediction. The
SAB consists of 15 members reflecting the full breadth of NOAA's areas
of responsibility and assists NOAA in maintaining a complete and
accurate understanding of scientific issues critical to the agency's
missions. As a Federal Advisory Committee the SAB's membership is
required to be balanced in terms of viewpoints represented and the
functions to be performed as well as including the interests of
geographic regions of the country and the diverse sectors of our
society (business and industry, science, academia, and the public at
large).

Office of Oceanic and Atmospheric Research; External Review of
NOAA's Hurricane Intensity Research and Development Enterprise

AGENCY: Office of Oceanic and Atmospheric Research (OAR), National
Oceanic and Atmospheric Administration (NOAA), Department of Commerce
(DOC).

ACTION: Notice of solicitation for members of a NOAA hurricane
intensity research and development enterprise review panel.

SUMMARY: The Under Secretary of Commerce for Oceans and Atmosphere has
requested the NOAA Science Advisory Board (SAB) to conduct an external
review of NOAA's hurricane intensity research and development
enterprise. The SAB is chartered under the Federal Advisory Committee
Act and is the only Federal Advisory Committee with the responsibility
to advise the Under Secretary on long- and short-range strategies for
research, education, and application of science to resource management
and environmental assessment and prediction. The SAB is forming an
external panel to conduct a review and draft recommendations that will
lead to future generations of numerical hurricane model forecasts as
well as improvements in operational forecasting. Nominations to the
panel are being solicited. The intent is to select from the nominees;
however, the SAB retains the prerogative to name people to the review
team that were not nominated if it deems it necessary to achieve the
desired balance. Once selected, the SAB will post the review panel
members' names at http://www.sab.noaa.gov.

DATES: Nominations must be received by twenty-one days from publication
of this notice.

Meeting of the Ocean Research Advisory Panel

AGENCY: Department of the Navy, DoD.

ACTION: Notice of open meeting.

SUMMARY: The Ocean Research Advisory Panel (ORAP) will meet to discuss
National Oceanographic Partnership Program (NOPP) activities. All
sessions of the meeting will remain open to the public.

DATES: The meeting will be held on Thursday, June 23, 2005, from 10:30
a.m. to 5 p.m. and Friday, June 24, 2005, from 9 a.m. to 5 p.m. In
order to maintain the meeting time schedule, members of the public will
be limited in their time to speak to the Panel. Members of the public
should submit their comments one week in advance of the meeting to the
meeting Point of Contact.

Meetings

AGENCY: Environmental Protection Agency (EPA).

ACTION: Notice of meetings.

SUMMARY: Pursuant to the Federal Advisory Committee Act, Public Law 92-
463, the Environmental Protection Agency, Office of Research and
Development (ORD), announces two meetings of the Board of Scientific
Counselors (BOSC) Drinking Water Subcommittee.

DATES: One teleconference call meeting will be held on Monday, June 6,
2005, from 1 to 4 p.m. A face-to-face meeting will be held beginning
Tuesday, June 21 (8:30 a.m. to 5 p.m.), continuing on Wednesday, June
22, 2005 (8:30 a.m. to 5 p.m.), and concluding on Thursday, June 23,
2005 (8:30 a.m. to 2 p.m.). All times noted are eastern standard time.
Meetings may adjourn early if all business is completed.
