  • Migratory Bird Treaty Act; Memorandum of Understanding

    AGENCY: Environmental Protection Agency (EPA).

    SUMMARY: EPA is announcing the availability of the draft Memorandum of Understanding (MOU) between the Environmental Protection Agency, Office of Pesticide Programs (OPP) and the Department of the Interior, U.S. Fish and Wildlife Service (FWS) regarding implementation of Executive Order 13186, "Responsibilities of Federal Agencies to Protect Migratory Birds'' for public comment. The purpose of this MOU is to promote the conservation of migratory bird populations through enhanced collaboration between EPA's OPP and FWS regarding actions carried out by OPP. Migratory birds are an important component of biological diversity, and as such, conserving them and their habitats supports ecological integrity, contributes to public conservation education, and enhances the growing interest in outdoor recreation opportunities. This MOU is an important first step in ensuring that pesticide use is consistent with these conservation goals.

  • Request for Public Engagement in the Interagency Special Report on the Impacts of Climate Change on Human Health in the United States

    AGENCY: U.S. Environmental Protection Agency (EPA) on behalf of the United States Global Change Research Program (USGCRP).

    ACTION: Request for Public Submissions of Comments on a Draft Report Prospectus, Information, and Contributing Author Nominations, and Notice of a Public Forum.

    SUMMARY: As part of the President's Climate Action Plan and ongoing efforts within the US Global Change Research Program (USGCRP), the Interagency Crosscutting Group on Climate Change and Human Health (CCHHG) and a subset of the Interagency National Climate Assessment Working Group (INCA) have initiated an interagency Special Report on the impacts of observed and projected climate change on human health in the United States. This data-driven technical synthesis and assessment will be an interagency product of the USGCRP organized by the CCHHG. This request for public engagement presents opportunities to submit comments on the Draft Report Prospectus, scientific information to inform the assessment, and nominations for contributing authors, and announces a Public Forum to Inform the Interagency Special Report on the Impacts of Climate Change on Human Health in the United States.

    DATES: Comments: Comments on the draft prospectus, information to inform the Special Report, and contributing author nominations may be submitted during a 30-day period beginning March 1, 2014. All submissions should be received by USGCRP on or before 11:59 p.m. Eastern Time. March 31, 2014. The Public Forum will be held March 13, 2013 from 10 a.m.-5 p.m. Eastern Time.

  • Endangered and Threatened Wildlife and Plants; Removing the Oregon Chub From the List of Endangered and Threatened Wildlife

    AGENCY: Fish and Wildlife Service, Interior.

    ACTION: Proposed rule; availability of draft post-delisting monitoring plan.

    SUMMARY: We, the U.S. Fish and Wildlife Service (Service), propose to remove (delist) the Oregon chub (Oregonichthys crameri) from the Federal List of Endangered and Threatened Wildlife. This proposed action is based on a thorough review of the best available scientific and commercial information, which indicates that the Oregon chub has recovered and no longer meets the definition of an endangered species or a threatened species under the Endangered Species Act of 1973, as amended (Act). Our review of the status of this species shows that the threats to this species have been eliminated or reduced and populations are stable so that the species is not currently, and is not likely to again become, a threatened species within the foreseeable future in all or a significant portion of its range. This proposed rule, if made final, would remove the currently designated critical habitat for the Oregon chub throughout its range. We also announce the availability of a draft post-delisting monitoring plan for the Oregon chub. We seek information, data, and comments from the public regarding this proposal to delist the Oregon chub and on the draft post-delisting monitoring plan.
