  • Draft Guidance for Applicants for Competitive and Capacity Grants Administered by the National Institute of Food and Agriculture; Availability

    SUMMARY: The National Institute of Food and Agriculture (NIFA) is announcing the availability of a draft guidance entitled "National Institute of Food and Agriculture (NIFA) Federal Assistance Policy Guide.'' The draft guidance discusses the statutory and regulatory responsibilities of recipients of Federal funds administered by NIFA. This draft guidance compiles and updates the statutory, regulatory, policy guidance previously distributed to Capacity Grant recipients as Administrative Manuals. The draft NIFA Federal Assistance Policy Guide also addresses procedures and policies followed by NIFA in the administration of Federal assistance. NIFA intends to publish a final version of the Policy Guide to reflect any public comments, as well as the requirements of the Agricultural Act of 2014 and USDA's implementation of the Office of Management and Budget "OMB Uniform Guidance: Cost Principles, Audit, and Administrative Requirements for Federal Awards''.

  • National Urban and Community Forestry Advisory Council

    ACTION: Notice of intent to re-establish an advisory committee.


    SUMMARY: The Secretary of Agriculture intends to re-establish the National Urban and Community Forestry Advisory Council (Council). In accordance with provisions of the Federal Advisory Committee Act (FACA), the Council is being re-established to continue: (1) Developing a National Urban and Community Forestry action plan in accordance with Section 9(g)(3)(A-F) of the Act; (2) evaluating the implementation of the plan; (3) developing criteria; and (4) submitting recommendations for the Forest Service's National Urban and Community Forestry Cost- share Grant Program as required by Section 9(f)(1-2) of the Act. The Council is necessary and in the public interest.

  • Solicitation of Input From Stakeholders Regarding Centers of Excellence, Implementation

    AGENCY: National Institute of Food and Agriculture, USDA.

    ACTION: Notice of web-based listening session and request for stakeholder input.


    SUMMARY: As part of the National Institute of Food and Agriculture's (NIFA) strategy to successfully implement Section 7214 of Public Law 113-79, the Agricultural Act of 2014, NIFA is soliciting stakeholder input on how it will provide priority to Centers of Excellence in the receipt of funding from its competitive research or extension programs.

    NIFA will be holding web-based listening sessions in order to solicit stakeholder input on this new challenge area. The focus of the web-based listening sessions will be to gather stakeholder input that will be used in developing a process for consistently providing priority consideration to these Centers of Excellence. NIFA is particularly interested in input on how best to define the scope of a Center of Excellence, whether there are models being used by other federal agencies that might be useful to examine, and at what point in the review/selection process "priority'' should be given to applications submitted by Centers of Excellence.

    All comments must be received by close of business on July 31, 2014, to be considered in the initial drafting of the FY 2015 process for priority consideration of the Centers of Excellence.

    DATES: The web-based listening sessions will be held on Thursday, July 17, 2014, from 1:00 p.m. to 3:00 p.m., Eastern Standard Time (ET), and Thursday, July 31, from 1:00 p.m. to 3:00 p.m., ET. All written comments must be received by 5:00 p.m., ET on Thursday, July 31, 2014.

    SUMMARY: The Environmental Protection Agency (EPA) Science Advisory Board (SAB) Staff Office requests public nominations of scientific experts to augment the SAB Ecological Process and Effects Committee (EPEC) to form a panel to provide early advice on and subsequent review of preliminary bi-national phosphorous objectives, loading targets and allocations for the nearshore and offshore waters to achieve the Lake Ecosystem Objectives for Lake Erie, pursuant to the Nutrients Annex (Annex 4) of the 2012 Great Lakes Water Quality Agreement (GLWQA).

    DATES: Nominations should be submitted by August 8, 2014 per the instructions below.

    SUMMARY: The Centers for Disease Control and Prevention (CDC), Food and Drug Administration (FDA), and National Institutes of Health (NIH), all located within the Department of Health and Human Services, in collaboration with partner agencies, announce a public meeting concerning antimicrobial resistance. CDC, FDA, and NIH serve as Co- Chairs to the Interagency Task Force on Antimicrobial Resistance (ITFAR). The purpose of the meeting is to communicate the strategic direction of ITFAR in the fight against antimicrobial resistance, centering on current work and future direction in this area.
