    SUMMARY: The Gulf of Mexico Fishery Management Council (GMFMC) will host a meeting of the Council Coordination Committee (CCC) consisting of eight Regional Fishery Management Council (RFMC) chairs, vice chairs, and executive directors and its subcommittees in June 2015. The intent of this meeting is to discuss issues of relevance to the Councils, including: Budget issues, MSA reauthorization, National Standard 1, Bycatch Strategy, Presidential Task Force on Illegal, Unreported, and Unregulated (IUU) catches, NEPA, allocation working group report, Council Operational Guidelines, recreational fishery issues, habitat working group report, enforcement activities, other topics of concern to the RFMC, and decisions and follow-up activities.

  • Nominations to the Marine Fisheries Advisory Committee

    SUMMARY: Nominations are being sought for appointment by the Secretary of Commerce to fill vacancy openings on the Marine Fisheries Advisory Committee (MAFAC or Committee) pending late October 2015. MAFAC is the only Federal advisory committee with the responsibility to advise the Secretary of Commerce (Secretary) on all matters concerning living marine resources that are the responsibility of the Department of Commerce. The Committee makes recommendations to the Secretary to assist in the development and implementation of Departmental regulations, policies, and programs critical to the mission and goals of NMFS. Nominations are encouraged from all interested parties involved with or representing interests affected by NMFS actions in managing living marine resources. Nominees should possess demonstrable expertise in a field related to the management of living marine resources and be able to fulfill the time commitments required for two annual meetings and year round subcommittee work. Individuals serve for a term of three years for no more than two consecutive terms if re- appointed. NMFS is seeking qualified nominees to fill upcoming vacancies being created by term limits.

    This summer, millions of Americans will take in the beauty and natural splendor of our oceans, coasts, and Great Lakes. As destinations for recreation and tourism, these bodies of water rejuvenate our spirit and cultivate a love of our great outdoors. And no matter where you live or who you are, a healthy and thriving ocean is essential to all people all year. Our marine environments contribute to our food supply, bolster our economy, strengthen our national defense, and support important scientific research and innovation. They are some of humanity's greatest treasures and central to who we are as a people. During National Oceans Month, we celebrate these life- sustaining ecosystems, and we reaffirm our vital role as stewards of our planet.

    Ensuring the long-term health, resilience, and productivity of our marine environments requires us to act to protect and preserve them in the face of a range of threats. Climate change is causing sea levels and ocean temperatures to rise, and these effects can harm coral reefs and force certain species to migrate. Carbon pollution is being absorbed by our oceans, causing them to acidify and changing entire ecosystems. And illegal fishing continues to threaten our global and economic security, as well as the sustainability of our world's fisheries.

    My Administration is committed to doing all we can to combat these threats and leave our children and grandchildren clean and vibrant oceans. As part of my National Ocean Policy, we are creating a coordinated, science-based approach to managing our coasts and oceans, and we are focused on implementing specific, on-the-ground actions to improve our ocean economy and bolster ocean health. We continue to make meaningful progress toward ending overfishing, and the Federal Government is partnering with State, local, and tribal leaders to promote marine conservation. As President, I continue to use my authority to preserve our most precious ecosystems, including last year when I expanded the largest marine reserve in the world-- ensuring more of our pristine tropical marine environments are off limits to commercial resource extraction.

    We are heirs to a vast expanse of oceans and waterways that have sustained our ancestors for centuries. As caretakers of our planet, we share an obligation to protect these magnificent ecosystems for generations to come. This month, let us work to do our part and recommit to leading the way toward a safer, cleaner, more stable world.

  • Request for Nominations of Candidates To Serve on the Clinical Laboratory Improvement Advisory Committee (CLIAC) and Request for Suggested Meeting Topics for CLIAC

    The Centers for Disease Control and Prevention (CDC) is soliciting nominations for membership on CLIAC and soliciting suggestions for topics to be considered for future Committee deliberation. CLIAC provides scientific and technical advice and guidance to the Secretary, Department of Health and Human Services (HHS); the Assistant Secretary for Health, HHS; the Director, Centers for Disease Control and Prevention (CDC); the Commissioner, Food and Drug Administration (FDA); and the Administrator, Centers for Medicare & Medicaid Services (CMS). The advice and guidance pertain to general issues related to improvement in clinical laboratory quality and laboratory medicine. In addition, the Committee provides advice and guidance on specific questions related to possible revision of the CLIA standards. Examples include providing guidance on studies designed to improve safety, effectiveness, efficiency, timeliness, equity, and patient-centeredness of laboratory services; revisions to the standards under which clinical laboratories are regulated; the impact of proposed revisions to the standards on medical and laboratory practice; and the modification of the standards and provision of non-regulatory guidelines to accommodate technological advances, such as new test methods and the electronic transmission of laboratory information.

    CLIAC consists of 20 members and represents a diverse membership across laboratory specialties, professional roles (laboratory management, technical specialists, physicians, nurses) and practice settings (academic, clinical, public health), and includes a consumer representative. In addition, the Committee includes three ex officio members (or designees), including the Director, CDC; the Administrator, CMS; and the Commissioner, FDA. A nonvoting representative from the Advanced Medical Technology Association (AdvaMed) serves as the industry liaison. The Designated Federal Official (DFO) or their designee and the Executive Secretary are present at all meetings to ensure meetings are within applicable statutory, regulatory and HHS General Administration manual directives.

    Request for Candidates: Nominations are being sought for individuals who have expertise and qualifications necessary to contribute to accomplishing CLIAC's objectives. Nominees will be selected by the HHS Secretary or designee from authorities knowledgeable across the fields of microbiology (including bacteriology, mycobacteriology, mycology, parasitology, and virology), immunology (including histocompatibility), chemistry, hematology, pathology (including histopathology and cytology), or genetic testing (including cytogenetics); representatives from the fields of medical technology, public health, and clinical practice; and consumer representatives. Members may be invited to serve for terms of up to four years.

    The U.S. Department of Health and Human Services policy stipulates that Committee membership be balanced in terms of professional training and background, points of view represented, and the committee's function. Consideration is given on the basis of geographic, ethnic and gender representation. Nominees must be U.S. citizens, and cannot be full-time employees of the U.S. Government. Current participation on federal workgroups or prior experience serving on a federal advisory committee does not disqualify a candidate; however, HHS policy is to avoid excessive individual service on advisory committees and multiple committee memberships. Committee members are Special Government Employees, requiring the filing of financial disclosure reports at the beginning and annually during their terms. CDC reviews potential candidates for CLIAC membership each fall, and provides a slate of nominees for consideration to the Secretary of HHS for final selection. HHS notifies selected candidates of their appointment near the start of the term in July, or as soon as the HHS selection process is completed. Note that the need for different expertise and individuals to maintain the appropriate demographic balance varies from year to year and a candidate who is not selected in one year may be reconsidered in a subsequent year.

    SUMMARY: The Department of the Interior is seeking nominations to serve on the National Geospatial Advisory Committee (NGAC). The NGAC is a Federal Advisory Committee established under the authority of the Federal Advisory Committee Act (FACA). The Committee provides advice and recommendations to the Secretary of the Interior through the Federal Geographic Data Committee related to management of Federal geospatial programs, development of the National Spatial Data Infrastructure, and the implementation of Office of Management and Budget Circular A-16 and Executive Order 12906. The Committee reviews and comments on geospatial policy and management issues and provides a forum for views of non-Federal stakeholders in the geospatial community.
