  • Visioning of United States, (U.S.) Agricultural Systems for Sustainable Production Stakeholder Listening Session Meeting

    ACTION: Notice of a meeting.


    SUMMARY: The OCS, USDA announces a Visioning of U.S. Agriculture Systems for Sustainable Production Listening Session for those interested in the long-term health and viability of U.S. Agriculture and for concurrently improving the economic, environmental, security, and health benefits to the U.S. through agriculture over the next 50 years.

    DATES: Listening session: The listening session will be on Thursday, March 2, 2017 will begin at 8:30 a.m. and is scheduled to end by 5:00 p.m.

    Registration: You must register by February 27, 2017, to attend in person and to provide oral comments during the listening session. The number of attendees and oral commenters is limited due to time and space constraints (see below) on a first come, first served basis. All interested, regardless of attending, are welcome to submit written comments.

    Comments: Written comments are due by March 9, 2017. Written comments must be submitted electronically to the Contact Person identified in this notice.

    ADDRESSES: The meeting will take place at the Jamie L. Whitten Building, 12th Street and Jefferson Drive SW., Washington, DC 20250. All participants are required to enter through the Jefferson Drive entrance to the building. This is the entrance facing the National mall.

    ACTION: Notice of public meeting.


    SUMMARY: This notice sets forth the schedule and proposed agenda of a forthcoming meeting of the Ocean Exploration Advisory Board (OEAB). OEAB members will discuss and provide advice on Federal ocean exploration programs, with a particular emphasis on National Oceanic and Atmospheric Administration (NOAA), Office of Ocean Exploration and Research (OER) activities; the use of ships and other platforms in ocean exploration, including by non-for-profit organizations and the private sector; and other matters as described in the agenda found on the OEAB Web site at http://oeab.noaa.gov.

    Time and Dates: The announced meeting is scheduled for Wednesday, February 22, 2017 from 12:00 p.m.-6:00 p.m. CST, and Thursday, February 23 from 8:30 a.m.-6:00 p.m. CST.

    ADDRESSES: The meeting will be held at the University of Texas Institute for Geophysics, Research Office Complex, Building 196, Second Floor Conference Room, J.J. Pickle Research Campus, 10601 Exploration Way, Austin, TX 78758.

    Status: The meeting will be open to the public with a 15-minute public comment period on Thursday, February 23, 2017 from 11:45 a.m. to 12:00 p.m. CST (please check the agenda on the Web site to confirm the time). The public may listen to the meeting and provide comments during the public comment period via teleconference. Dial-in information may be found on the meeting agenda posted to the OEAB Web site.

    The OEAB expects that public statements at its meetings will not be repetitive of previously submitted verbal or written statements. In general, each individual or group making a verbal presentation will be limited to three minutes. The Designated Federal Officer must receive written comments by February 15, 2017 to provide sufficient time for OEAB review. Written comments received after February 15, 2017 will be distributed to the OEAB but may not be reviewed prior to the meeting date. Seats will be available on a first-come, first-served basis.

    ACTION: Request for Information (RFI).


    SUMMARY: The U.S. Department of Energy (DOE) invites public comment on this Request for Information (RFI) regarding regional innovation ecosystems and regional cooperation. The purpose of this RFI is to support a public discussion about how to create and foster regional and local "innovation ecosystems,'' specifically for energy technologies and energy use. DOE is establishing through this RFI a temporary public "ideation'' tool to serve as a resource of ideas for individuals and organizations interested in promoting regional innovation ecosystems.

    DATES: Written comments and information are requested on or before February 28, 2017.

  • Delay of Effective Date for 30 Final Regulations Published by the Environmental Protection Agency Between October 28, 2016 and January 17, 2017

    AGENCY: Environmental Protection Agency (EPA).

    ACTION: Final rule; delay of effective dates.


    SUMMARY: In accordance with the Presidential directive as expressed in the memorandum of January 20, 2017, from the Assistant to the President and Chief of Staff, entitled "Regulatory Freeze Pending Review,'' this action temporarily delays until March 21, 2017, the effective date of the regulations listed in the table below. EPA identified 30 regulations that meet those criteria.

    DATES: This regulation is effective January 26, 2017. The effective date of each regulation listed in the table below is delayed to a new effective date of March 21, 2017.
